You must explore the Toluca Prison area to get the Hunting Rifle in Silent Hill 2 Remake.
Upon entering the prison, you will spot the rifle early on, securely locked inside a case in the armory room of the warden's office on the first floor (1F). Although it’s visible, you won’t be able to claim it immediately because the key is located elsewhere.
A note next to the cabinet mentions that the key is missing, having been taken by a prisoner. Retrieving it involves a series of tasks that stretch across multiple prison sections.
The first step is to gather the Heaviest Weight from the church area. Once you have the Heaviest Weight, proceed to the prison yard, where you’ll find a scale puzzle.
To solve the puzzle, place the Heaviest Weight on one side of the scale and the Medium Weight (found later) on the other. Now, you have only the Heaviest Weight, enough to tip the scales and open the Snake Door.
Once through the door, continue navigating this area until you reach the execution chamber in Death Row. You will then encounter the Electric Chair Puzzle. The electric chair is powered by a generator located outside the death chamber.
To overload the generator without shutting it down completely, you need to flip a series of switches in a specific order. The correct switch order (for normal difficulty) is as follows: 4, 3, 6, 1, 3, 2, 5, 1, 2, 3, 2, followed by pulling the main lever.
After solving the Electric Chair Puzzle, you’ll find the Medium Weight on the electric chair. This will give you access to the previously locked Witness Checkpoint. The rifle key is on a desk.
Pick up the key from this area and return to the armory. Fortunately, the checkpoint leads back to the main hall, so returning to the armory is quick.
Now that you have the key, you can unlock the rifle case and claim the Hunting Rifle.
Remember that rifle ammo is rare, so aim carefully during encounters. The rifle is also slow to reload, so make sure you're in a safe location before shooting or during prolonged combat.
